The Office of the Vice President for Research (OVPR) is seeking applications for the position of Director of the Institutional Animal Care and Use Committee (IACUC) Office. The IACUC Director is responsible for the daily operations, staff oversight, planning, and financial management of the IACUC office. The Director must have expertise in the field of animal research management as well as knowledge of the guiding regulations and expertise in research administration and research compliance programs. The Director will support and provide professional development, training, and educational opportunities to the members of the staff and the members of the IACUC committee as well as PIs involved in conducting animal research.
The successful IACUC Director thrives on handling complex tasks with the aim of facilitating the conduct of research through the optimal implementation and procedural directives of an animal care and use program. This position will understand the specific needs or requirements of investigators and take action accordingly should a regulatory or administrative issue arise. This position partners with the IACUC chair and Attending Veterinarian to achieve the directives set by the IACUC generally by developing new systems, new products/offerings, new methods or approaches, and new operating procedures; considers the intentions/goals of the regulatory environment and figures out the best way to fulfill them. The director would act with substantial discretion, balancing several goals at once with the idea to minimize costs/risks and maximize benefits/returns. The director is expected to develop innovative solutions as challenges arise in animal research that may have precedent-setting implications for the U. It is important that this position has an understanding of the implications of decisions and actions of the IACUC on other segments of the University.
The director reports to the University’s Institutional Official (IO) and Associate Vice President for Research/Deputy IO. It is expected that the person in this position be a CPIA, certified professional in IACUC Administration, upon arrival or obtain the certification within the first year of their hire date.
● Responsible for ensuring that the U complies with all laws, rules, regulations, policies, and procedures governing the care and use of animals in research, teaching, and testing
● Apply detailed working knowledge of the regulations and program guidance (AWAR, PHS policy, the Guide)
● Identify risks and develop strategies to avoid institutional and researcher noncompliance
● Conduct training, education, and orientations for IACUC members and PIs
● Coordination and conduct of protocol prescreening and reviews
o Pre-screen protocols for completeness (verify PI has responded to all questions)
o Verify the personnel listed on the protocol have completed training and OHSP
● Supervise up to 7 FTE responsible for committee meetings, inspections, investigations, and program reviews.
● Oversee IACUC administrative operations including the creation and review of the operation’s budget, work plan, and procedures
● Prepare and distribute reports (AAALAC, IO, OLAW, USDA)
● Maintain IACUC records
● Prepare and revise the organization’s OLAW Assurance, USDA registration, and AAALAC accreditation
● Advise the IACUC and IO on relevant regulations and policies
● Coordinate the assistance for PIs with preparing protocols and satisfying regulatory requirements
● Facilitate communication between the IO, IACUC members, AV, PIs, and others and serve as an informational resource
● Manage IACUC investigations
● Facilitate USDA inspection by providing all requested documents
● Serve as point of contact for USDA officers and AAALAC visitors
● Follow up with program/facility deficiencies and corrections
● Develop and maintain IACUC SOPs and policies
● Develop and maintain websites and newsletters
● Provide responses as requested by the appropriate institutional officer to animal rights activism and initiate appropriate responses and respond to Data Privacy Act (DPA) requests
● Develop and maintain emergency disaster program
● Requires a BA/BS and at least 12 years of experience or advanced degree and 10 years of experience with animal-based research and/or its compliance
● Proven management experience and history of supervising groups
● A terminal or advanced degree in a disciplinary field utilizing animal-based research
● Demonstrated excellence in a discipline
● A CPIA—certified professional in IACUC Administration
● Experience with AAALAC reviews and accreditation
● Experience managing semi-annual review of an animal care program
● Demonstrated ability to evaluate complex issues and problem solve
● Excellent written and verbal communication skills
● Proven success with management and leadership of animal care programs
● Experience with risk identification and developing strategies to avoid institutional and researcher noncompliance
